当地时间12月18日，走基欧盟总部外的街头热闹得能开农机博览会。农民的愤怒，层倾本质是对被抛弃、被牺牲的反抗，这场抗议，早就是命中注定。南方有佳人

这场抗议，听地看似是农民为生计发起的硬核逼宫，实则是欧盟一体化进程中利益失衡的集中爆发。面对农民的不满，春动欧盟不是没做过表面功夫。眼里只有地缘博弈的面子，运脉南方有佳人只有工业国家的利益，唯独忘了农民的生计，把重地缘、轻民生，重工业、轻农业的操作玩到了极致。

更寒心的是，新春下欧盟不仅不帮忙，还偷偷削减农业预算，把钱都砸去搞地缘博弈。这协定一旦生效，走基近93%的关税直接取消。

第一条路是调整贸易政策，层倾暂停或修改南共市协定，限制乌克兰农产品进口，这能安抚农民，平息抗议。

行使这一权利有三个前提条件：走基一、针对与日本关系密切的外国的攻击威胁到日本的存亡。层倾【翻页查看英文原文】PuttingasidetheongoingwarofwordsbetweenBeijingandTokyosurroundingJapanesePrimeMinisterSanaeTakaichisstatementsonTaiwanlastmonth,thereisasimplequestionthatneedsanswering.CanJapansSelf-DefenceForcesreallyaffordtofightthePeoplesLiberationArmy(PLA)withoutAmericanmilitarysupport?TakaichisanswerappearstobethatJapansmilitarymustdoso.ThelegislationapprovedbyJapansDietinSeptember2015allowedthecountrytoexerciseitsrightofcollectiveself-defence–albeitonlytoalimiteddegree–evenifJapanisnotdirectlyattacked.Therearethreeconditionsonactingonthisright:ifanattackagainstaforeigncountrywithwhichJapanhascloserelationsthreatensJapanssurvival;ifthereisnootherappropriatemeanstorepeltheattackandensureJapanssurvivalandprotectitspeople;andthattheuseofforcemustbelimitedtotheminimumextentnecessary.Taiwanisnotaforeigncountry,ofcourse.EvenifaconflictdidbreakoutacrosstheTaiwanStraitandafewstraybombsaccidentallyfellintothewatersoffYonaguni,Japanswesternmostinhabitedisland,howcouldthatbeinterpretedasathreattoJapanssurvival?ThesameyearthatJapanpasseditsself-defencelegislation,afewartilleryshellsfromMyanmargovernmentforceslandedinavillageinYunnanprovince,injuringfivevillagers.TheissuewasresolvedquietlybecausetheChinesegovernmentsawitasanaccident.TheonlyterritorialdisputebetweenBeijingandTokyoisovertheDiaoyuIslands,whichJapancallstheSenkakus.Althoughbothhavecoastguardshipssailinginthewatersofftheislands,thetwomilitarieshavemaintainedakindoftacitagreementofnotsendingtheirnavalvesselsintothedisputedwaters.IftheprospectofChinaandJapancomingtoblowsoverdisputedterritoryissounlikely,itwouldberidiculousforthemtostartfightingoverTaiwan.Eveniftheydid,thereisnowayJapancouldwininanyscenario.Plus,ifBeijingsawTokyosmilitaryinvolvementoverTaiwanasagiven,whywouldntthePLAlaunchapre-emptivestrikeonJapaneseforces?TakaichiisinvitingtheveryconflictshesaysshewantstopreventbyraisingthepossibilityofJapaneseintervention.TherearethreelayersofstrategicambiguityaroundtheTaiwanissue,stemmingfromChina,theUnitedStatesandWashingtonsAsianallies.Beijingseespeacefulreunificationasthebestoutcomeandbelievestimeisonitsside.ThiscanbeseeninBeijingstillmentioningpeaceacrossthestraitdespitetheDemocraticProgressivePartyholdingtheTaiwanpresidencyfortwoconsecutiveadministrations.USstrategicambiguitiesaretwofold.Thefirstisitsone-Chinapolicy,whichisslipperyenoughthatitseemsitcantakeanyshapeatanytime.TheotherisitscontinuedrefusaltospecifywhetheritwouldassistTaiwanmilitarilyintheeventofanattackbythePLA.ThisapproachismeanttodeterTaiwanfromdeclaringindependence,whilekeepingopenthepossibilityofUSmilitaryinterventionismeanttodissuadeBeijingfromlaunchinganattackandreunifyingthroughforce.ThentherearetheUSalliesinAsia.Japanisobligedtoprovidelogisticalsupportandbasesintheeventofawar.However,whenPentagonofficialspressedJapanandAustraliainJulytoclarifywhatroletheywouldplayifChinaandtheUSwenttowaroverTaiwan,neithertargetwouldcommittoahypotheticalmilitaryconflictinadvanceandsaidthatanydecisionwouldhavetobemadebythegovernmentoftheday.ThisrefusaltostakeoutaclearpositionisunderstandableasthereislittlereasonforalliestocommitthemselveswhentheUSitselfmaintainsitsstrategicambiguity.Theselayersofstrategicambiguityfrommultiplepartiescreateachainreaction.AslongasBeijingbelievespeacefulreunificationisstillpossible,itisunlikelytoresorttomilitaryforceagainstTaiwan.Shortofthat,thereisnoneedfortheUStogiveupitsstrategicambiguity.AndaslongastheUSmaintainsthatstrategicambiguity,thereislittlepointinJapanraisingTaiwanasanissue.DuringaninterviewwithJapanesetelevisioninFebruary2022,then-JapaneseprimeministerShinzoAbecalledontheUStodropitsstrategicambiguityregardingthedefenceofTaiwan.Abereiteratedhisoft-repeatednotionthataTaiwancontingencyisaJapancontingencyandthattheestablishmentofmainlandChineseairandseasuperiorityaroundTaiwanwouldaffectJapansterritorialwaters.Thisisthetailwaggingthedog.Infact,astheimportanceofTaiwanrecedesunderamoreisolationistUSpresidency,Washingtonmightmoveintheoppositedirectiontowardsgreaterstrategicclarity.USPresidentDonaldTrumpsdesiretoreachagrandbargainwithChinaontradeissuesisastrongincentivenottosupportantagonisingthemainlandandbeingdraggedintoawaroverTaiwan.AccordingtoareportinTheWallStreetJournallastweek,TrumptoldTakaichiduringaphonecalltotemperhertoneonTaiwan.ThatcalltookplacehoursafterTrumpspoketoPresidentXiJinping.Unsurprisingly,Japanesegovernmentofficialsdeniedtheclaimsmadeinthereport.TakaichisstatementonTaiwanwasapoliticalact,aimedatshoringupherstandingwithadomesticaudience.Itwillnotgodowninhistoryasausefullegacy.Inacountrywhereprimeministersoftenlastlessthanayearinoffice,herremarksaremerelyripplesthatwillsoondisappear.点击进入专题：高市早苗涉台错误言论遭批
